Choose Healthy Life Applauds Introduction of Bipartisan SECURE 340B Act
NEW REFORM BILL ADVANCES TRANSPARENCY, PATIENT AFFORDABILITY, AND COMMUNITY BENEFIT IN THE 340B PROGRAM

JULY 7, 2026 – Choose Healthy Life (CHL), a national nonprofit improving health outcomes through the Black church in communities the health care system has too often failed to reach, applauds Rep. Scott Peters (D-CA-50) and Rep. John Joyce (R-PA-13) for introducing the SECURE 340B Act, a bipartisan legislation to reform the 340B Drug Pricing Program.
The 340B program lets safety-net hospitals and clinics buy outpatient drugs at a discount so the savings can go toward caring for low-income patients. Whether those savings actually reach patients has been an open question for years, and one CHL has raised repeatedly in its advocacy. This new bill requires hospitals and other covered entities to report how their 340B savings are used, including charity care, patient demographics, and program costs, and directs HHS to publish that information in a public database. It also requires financial assistance policies at hospital clinics and contract pharmacies, plain-language notices about that assistance, and new medical debt protections for patients at certain hospitals.
“Our Health Navigators sit with people every week who have to choose between groceries and prescriptions each week,” said Rev. Kimberly L. Williams, President and CEO of Choose Healthy Life. “I applaud Representatives Peters and Joyce for taking this on together, across party lines, because the 340B program was built for those exact people. This bill reasonably asks hospitals to show it's working for them."
CHL also wants to see the savings documented under this bill put back into the communities that generate them. That means hospitals partnering with trusted community-based and faith-based organizations that already reach the patients 340B was designed to serve, including those serving Black communities and other medically underserved populations. CHL urges Congress to ensure the program supports that work as the bill moves forward.
